で「この国が、今という緊急性を見落とすことは命取りとなるだろう。自由と平等という爽快な秋が来るまでは、黒人たちの正当な不満といううだるような夏は終わることはない。」という意味になります。

It would be fatal (to do ～) で「～することは致命的となるだろう」です。
it is ～ to do … の形式主語itの構文です。
fatal [フェ]イタォで「致命的な、命取りとなるような、破滅的な」です。
例：fatal accident「死亡事故」、fatal injury「致命傷」
ここでは、to do ～ の意味上の主語が for ～ で明示されています。
for the nation to overlook ～ で「この国が～を見落とすこと」となります。
the nation はアメリカを指しています。
何を見落とすことかというと、
(overlook) the urgency of the moment. で「今というこの緊急性」です。
the moment は「今この時」という意味で使われる表現。
例：He’s out at the moment.「彼はいま外出中です。」

This sweltering summer of the Negro’s legitimate discontent までが主語です。
This sweltering summer で「このうだるような夏」です。
sweltering は「うだる（地獄の）ように暑い」という意味の形容詞。
(of) the Negro’s legitimate discontent で「黒人たちの筋の通った不満（という夏）」です。
つまり「黒人たちの不満」を「地獄のような夏」に例えているわけです。
legitimate は「ごもっともな、筋の通った、合法的な」という意味の形容詞。
例：legitimate demand「正当な要求」、legitimate reason「もっともな理由」
will not pass で「～は（過ぎて）終わらないだろう」です。
pass は「過ぎ去る」から「終わる、やむ」です。
until ～ で「～するまでは」
(until) there is an invigorating autumn で「爽快な秋がある（までは）」です。
invigorating イン[ヴィ]ガレイティングで「爽快な、元気づけるような、励みとなるような」です。
動詞形は invigorate イン[ヴィ]ガレイトゥで「～に生気を与える、活気づける」です。
その秋というのは、
(of) freedom and equality で「自由と平等（という秋）」です。
of ～ はこのスピーチで何度も出てきますが【同格】の of です。
