で「我々の道のりは未完のままである。投票権を行使するのに何時間も待たされなければならない市民が一人もいなくなるまでは。我々の道のりは未完のままである。それでもアメリカをチャンスの国とみなして、もがきながらも希望に満ちた移民たちを迎え入れるためのより良い方法を見つけるまでは。利発な若い学生たちや技師たちが我が国から追放されるのではなく、我が国の労働力に参加できるようになるまでは。」という意味になります。

Our journey is not complete until ～「～するまでは我々の道のりは未完のままである。」のリフレイン（反復法）が続きます。

(until) no citizen is forced to wait for hours to exercise the right to vote. で「一人の市民も～を強いられない、何時間も待つことを、投票権を行使するのに」です。
これは voter suppression のことを指しています。
voter suppression「投票権の抑圧」とは、選挙においてライバル立候補者を支持する有権者（voter）に対して、うそをついたり脅したりして、投票に行かないように抑制（suppression）することです。

この問題があったので、アメリカでは「郵便投票」が広く導入されたわけですね。
オバマ大統領が属する民主党は郵便投票を推進する立場です。
なぜなら一般的に投票率が低いとされるマイノリティーや若者などは民主党支持が多く、郵便投票で投票率が上がれば民主党に有利になるという見方があるからです。

we find a better way to welcome ～ で「我々がより良い方法を見つける（までは）、～を歓迎して迎える方法を」
誰を迎え入れるのかというと、
the striving, hopeful immigrants で「もがきながらも希望に満ちた移民たち」です。
カンマが入っていますが、the striving, hopeful immigrants で一つの名詞句になります。
striving「もがいている」と、hopeful「希望に満ちた」の形容詞の間にカンマ（,）が入るのはなぜかと言うと、等位形容詞（Coordinative Adjectives）だからです。

who still see America as a land of opportunity, で「それでもアメリカをチャンスの国とみなしている（移民たち）」です。
see ～ as … で「～を…とみなす、～と考える」です。

until ～ の節をさらに続けて
(until) bright young students and engineers are enlisted in our workforce rather than expelled from our country. で「利発な若い学生たちや技師たちが我が国の労働力に参加させられる（までは）、我が国から追放されるのではなくて」です。
bright young students and engineers で「利発な若い学生たちや技師たち」です。
bright は「明るい、輝く、晴れた」という意味でおなじみですが、ここでは「利口な、聡明な」です。
are enlisted in our workforce で「我々の労働力に参加させられる」です。つまり労働力として仲間に入れるです。
enlist は「軍隊に入る、入隊する、協力を求める」という意味の動詞です。
例：enlisted woman「女性兵士」、He was enlisted as ～.「彼は～として招聘された。」
rather than ～ は「～ではなくて（むしろ反対に）」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

no citizen is forced to wait
待つことを強いられる市民が一人もいない（ようになるまでは）

for hours
何時間も

to exercise the right to vote.
